(Page 2 of 2) "There's nothing imminent or anything like that," he said.Rich said that if Congress passes the energy bill later this month, the Pennsylvania project would probably break ground this year while the Logan project would break ground next year. Even without the energy bill, Rich believes that fuel prices will rise enough over time to eventually make the projects feasible. Consequently, he thinks it's not a question of whether the facilities will be built but when. "Once we get these facilities up and optimized, it will be sending a signal to the offshore suppliers that it's not going to be a seller's market forever," he said.
